What is medium use vs varnish use? if i want to use this on a wood frame that i silver leafed do i follow the directions for varnish or medium use?

Please note that the label is incorrect in its description of what a medium is and what a varnish is.  The definitions on the label are reversed.  A medium is a product that is added to paint (in this case acrylic) to change the consistency, appearance, and transparency of a color.  So if you add this product to a color, it will become more fluid, transparent, and will dry glossy.  It can also be used over dried acrylic paint as protective layer that will add a glossy finish to the painting.  For applying it over the silver leaf, you would use it as a varnish and apply a thin layer of product over the silver leaf to act as a protective barrier.

Question 2

I need a top coat product that dries completely clear without any fogginess or opaqueness. does this product dry completely clear and glossy? thanks.

I've yet to find any coat, including clear coats, that is completely clear.  The matte finish sprays are the closest to true clear.  Any gloss or satins, including this one, slightly fuzz the details of the paint job.  If you need real protection, at least 2 coats are needed of any sealant.  If the painted object won't be handled afterward, then one coat of a matte finish spray will give you the clearest finish.

Can i use this to spray a dry erase board then use the dry erase board for said purpose?

If you mean you are going to paint a design or writing on the board, then seal it, can it still be used as a dry erase board that is now decorated, I believe so. Just Google what surfaces you can use the markers on. I know you can use them on glass, and also the marker doesn't adhere to waterproofed paper or ceramic, so you're probably good. Sorry others didn't understand and were rude.
