Do they warm the fingertips well or just the palm?

Trick question? I imagine you mean if you put them in a glove with your hand in it, will it warm the fingertips.? Yes, it takes a bit like 30 minutes before they are really starting to hit the heat. Put in palm, your whole hand, wrist will be quite toasty if you are outside and it is 20ºf. Be well and Long Live Our Republic !

Is there a trick to these? We can't get them to be more than slightly warm...

The trick is to get them warm before you head out into the cold. Or, if you have to start them outside, at least try to keep them out of the cold wind while you are shaking them to activate them. You could activate the warmer under your coat if you have to crack them open outside. But the best trick is to plan ahead and start these things inside where it’s warm.

what is the average temperature?

Warm but not hot. It is described as “natural heat.” I found them to warm but not burn hands. I didn’t find a temperature specified but they are warm and comfortable.

can they be turned off and reused?

These work because a chemical reaction occurs in the presence of oxygen That the various chemicals react to create heat. So no, you can’t exactly turn them off. But...but...but...you actually can, in a way. If you’ve been using these to keep hands warm for much less than the 8 hours or so that they are rated for, you can take them out of your gloves and put them right into an airtight environment (think ziplock sandwich baggy) they will cool down and heat up the next time that you expose them to air. I’ve used the same pair for up to four times if I’m skiing for brief periods of time.
