How do you make this spray? Used it a couple of times and it stopped working. When I shake the can it feels full.

Maybe clean out the nozzle. If that doesn't work I would return it. You may have a bad nozzle.

Is this can recyclable?

I think so but it depends on your recycler I suppose, the can is aluminum with a plastic wrap label so yo might need to remove the label.
