What's the difference between this and the regular (non-milky) lotion?

I think that the non-milky (clear) lotion is more like a serum -- it's a little bit less thick than the milky lotion. I use the non-milky lotion as a base and then use this lotion over it. This way, I have double the moisture, but both formulas are light, so my face doesn't feel sticky or over-moisturized.

Is this a moisturizer or toner?

This is moisturizer. There is a toner as well but this one is not.

Is it good underneath the makeup after the hadalabo toner? I have oily skin

I don't use the toner but the lotion does well under makeup. I also have oily skin & that doesn't seem make my skin oilier. I use the lotion, follow with makeup primer and foundation last.
