We cant get ours to work. There is no actual on and off button, correct? Put in batteries. Submerge most in water and push buttons on handle.

Correct. Some times air gets trapped in it and it won’t work. When that happens just lift the unit out of the water (you may want to press the button) then place it back in the water again. Should work after that.
