Yes, they are travel size packets. The packets are 2 1/8" wide, 4 1/4" long, 1" deep.

Are these in a flat plastic so as to fit in a pants pocket?

YES !! That's why I buy them. Nothing worse than grabbing a handful of tissues to stuff in my bag or when i walk into my pockets. These are neat and convenient.
