Will the side mesh pocket hold a 32oz (3.5 in diameter) water bottle?

No. I managed to barely fit a 2.7 inch diameter, 24 oz steel water bottle. I had to buy a new one- I had a 3 inch, 32 oz, and it was barely too big.

Will it work for school books ? Will it hold ?

Maybe 1 book. Other than that, no. It's made very well, just not big enough to handle what a normal size back pack could.

Is it water resistant?

I'd say water repellent,  I used a water can on it and the water beaded up, I've never had any issue while walking in the rain , my contents were always dry. I hope this helps.

If I put unfolded 8.5 x 11 paper in a folder or envelope, is the top wide enough to hold without crimping or folding the top corners of the papers?

If you put it in a STURDY folder - yes. The folder would alter the shape of the pack a little bit - but it's doable. The backpack is not square - so it's not really meant to hold a folder or standard composition notebook. I have a hard plastic folder I sometimes carry that protects the paper fine.If you put loose paper or a flimsy folder (like a normal manilla filing folder) it will fold over on itself or crimp the edges.The largest "square" object you can put in here, without altering the shape of the backpack, is a macbook. I usually travel with a one-subject notebook, macbook 12" and my iPad Pro in the large compartment, then my phone, wallet, pens/pencils and other oddities in the other compartments. I don't mind my notebook "curving" a bit in transport - looseleaf paper will not survive. If I need to carry loose papers I bring them in my plastic folder, then the notebook doesn't curve. The backpack looks a little funky - but only if someone stares at it long enough.
