Can this be used for a tire split?

No this would not work for a split, it will become somewhat brittle when it dries and crack when it flexes.

Will this glue work on metal wheels ?

Well I used it to glue my tooth on my cap and it is metal and it's been on for 3 months now so I would say absolutely
