These cones may not be sturdy enough to hold a flag. Perhaps a plastic flag and bamboo pool. They are very well used as road markers.

Q: can this cone be ran over by a car and not lose its shape or functionality ?

No, I don't recommend running this cone over by a car. It's made of plastic and expandable fabric material. I find this cone great for my needs, but if you're looking for something indestructible, find another brand.

Q: How are they stored? Do they come in a case?

They come in a small white box. No storage case, but you could just put them back in the box they came in. They stack nicely.

Q: Would this work as a hat for a halloween costume?

It is possible, if you remove the bottom piece, but it’s not rubber so it’s going to hurt, so you probably going have to use some sort of soft material to glue to the spot where it meets the head, also the spot to put your head is very tight so you need a child with small head, but hey if it doesn’t do it for you, you can always return it :)
