Yes 10 volume developer is really good for grey to rid yellow, color fresh-ups between coloring. 20 volume after the customer just pre-lightened. 20 volume will penetrate the brassiness more.

Can you use any brand developer with this?

I have used salon care that you can find at Sally's, and I have used other brands and it worked the same. You just pay for the brand name.

I always use the 20, the 10 is less damaging and not as harsh as the 20. It does recommend using the 20 volume cream. Other than that, I don't think there is a difference in the results between the 10 and 20.
