I'd say this is for girls or boys. Girls are displayed on the packaging, but it's a great activity for either. If you're concerned about gender identification, you can always get masculine rubber band colors :) but really, to say it's a girls toy is just buying into the marketing.

what are the dimensions of the actual loom itself?

I gave this as a gift to my niece so I cant measure it but I did see it. Seems like it was about 12 inches long and 4 inches wide.
