Q: What are the little rubber circles on the paper backing that come with it for? I am not asking about the replacement blades as those are metal.

Dear customer, you can stick the little white rubber circles on the back of the acrylic ruler. This way, the acrylic ruler stays in position very well while you cut the fabric. You may put the little rubber circles close to the corners and in the middle of the ruler. Hope that helps.

Not sure because I purchased a kit that had extra blades

Q: Can i cut 1/8 amsteel?

This is made to cut fabric. I would highly doubt that it could cut steel.
