How are these different from the uniball signo 0.38 UMR-1?

These are not retractable, and If I remember the UMR-1 is. Both are the 0.38 point size.

Are these pens retractable?

No, you remove the top and the pen point is ready to use. You replace the pen top to prevent ink marks.

Why are these no returnable?

Their the best pens on the market, I have used this for over 18 years and not once ever had a need to return them. Plus the ink flows smooth

Is the ink waterproof?

Mine has never been wet. But it does not smudge
