Where can I find the replacement bands? Mine are worn and fraying after lots of use.

You can order them from Amazon directly from the manufacturer.

Is this quiet enough to use if you live in an apartment?

Yes, no squeaking! It's a good sized piece of equipment, size might be more of an issue. I've had mine for a year, live in apartment and love it.
