Will this paper accept an alcohol wash for setting a pastel underpainting?

No. The paper is for pastel only.

There’s 24 sheets 6 different shades. I like them. Have fun drawing.

Is this good with charcoal Lack or colored? Is the surface rough or double sided?

It should work equally well with charcoals as with pastels. The paper seems to be the same texture on both sides. It has some "tooth" but is not rough. Charcoal blending techniques should work well.
