Will this dispense homemade hand sanitizer?

It is difficult to answer that question directly. I can tell you that I use a couple of these dispensers for antibacterial hand soap, which is fairly viscous. They work quite well in that capacity.

How wide is the base?

The base is about 3 inches. Hope this helps.

There is a rubber gasket-like ring at the bottom to keep it from sliding on a wet surface, but mine fell off and went missing. Can this be replaced?

I would contact OXO, their customer service has been extremely cooperative with a similar issue I had with one of their products. Sent out the replacement part immediately, no charge, no questions asked. They stand behind their products.

how do you fill it with soap?

The top spout easily twists off, you fill it with soap and twist it back on. Wide opening so filling is easy. I really like this dispenser!
