I'm not sure why maybe because it's a different formula? It works great on the areas it was designed for: underarms and bikini line. **Q: Can it be used on legs?** A: Yes! Works great as far as taking hair off, but be sure not to leave it on for more than the minimum time, at least the first go round. I discovered that rinsing off with tepid water isn't enough for my skin. I also need to gently wash with mild facial soap to get all the residue off or I will get red, irritated spots.
