Yes it is very powdery and the real deal-(it is soooo powdery that it is actually a little sickening for me)

I have been wearing this perfume for over a year now. Obviously, I love it! To answer your question - I do not think Narciso Poudree has a black pepper undertone. It is a very soft, kind of sweet, very powdery, feminine perfume.
