It need to mix with water or not?

Everyone else is wrong. You mix it according to the chart on the back and to meet the climate conditions of your area. If you want maximum cold temperature protection, most ethylene glycol charts will have you dilute 7:3 ratio of coolant product to water. The recommended 1:1 ratio will give adequate protection for most conditions in the lower 48 + 1 states, but that doesn't mean every place all the time. I would not use a 1:1 ratio in every situation, but it does have significant advantages if your climate allows it.

Can i mix motorcraft gold vc-7-b, (for or, ca, nm), with vc-7-a ?  i assume there is no major difference.

As one person said, the bittering agent is added as required by law in certain states but the actual antifreeze is Ethylene Glycol in both cases. Just make sure that the manufacturer calls for an Ethylene Glycol based antifreeze if you use either A or B. My car having an all aluminum V8 calls for Propylene Glycol based antifreeze and the computer is calibrated for only Propylene Glycol based antifreeze so while both A and B are called out in my shop manual for my truck, this antifreeze would be less than ideal in my car because Ethylene Glycol is not the best coolant for an aluminum block. Just pay close attention as to what the manufacturer calls out.

I feel a strong urge to correct someone here, the correct word is JIBE which means in accord with. JIVE is either A: loose meaningless chatter or B: a style of music. As far as molecules that don't mix without giving anything useful about which molecules, the major ingredient here is Ethylene Glycol in both types and one could even throw another brand of Ethylene Glycol based antifreeze in when nothing else is available if for instance, you replaced a blown hose and need to replenish the antifreeze/water mix and there is no Motorcraft antifreeze within 100 miles of you. If this happened, one would simply replace it with all Motorcraft at the next service interval called out. Ethylene Glycol IS what makes it the coolant that it is, nothing else. If you could not mix them there would be a huge warning label on it which there isn't and would not need.
