Can an uinused Global stamp be used by the overseas recipient to send the letter back to the US?

Letters mailed are accepted by that countries postal system only. You can use US post office, Global stamp to mail 1 oz to countries that accept postal mail. US post office will not accept Japan Global stamp to mail to Japan. The Global stamp is honored from the departing postal system.

Why the forever is striked off?

the picture was likely taken from USPS website, they strike thru (the line) the forever or the denomination to prevent people from copying the photo and sticking it to an envelope. so actual stamps don't have the strike thru

If you are sending a letter or a package, the package needs to start from US going out to the azores. Not azores to the US. The way I remember it, same country same postage when sending out letters and packages
