Yes, depending on the size of your laptop bag it would be quite easy to take around!

Will a 17" Razer Blade Pro fit on it or no?

Absolutely, it should fit any size. It is super sturdy and has a rubber like coating as well as a lip on the front that clearly supports a much heavier and larger laptop than my 15”.

It looks rather small. is it safe and balanced? i have an alienware 17r5, which is a very big/heavy laptop, and dont want it falling over.

Its pretty darned stable, but I am using a thin and light ultrabook on it. It's mostly a sngle piece of machined metal with a rubber grip on the bottom. However; I have no idea if your laptop would be bottom heavy enough to cause it to flip.
