how is this compared to break-free CLP?

I have used both Ballistol and Break-Free on firearms for over 20 years. The Ballistol is a superior product. It is non-toxic and does a better job of preventing corrosion. It is also a superior bore cleaner and when mixed 50/50 with water it can be used to clean residue from corrosive ammo and black powder firearms. Try that with a petroleum based solvent like Break-Free and you will end up with a ruined firearm.

Does it break down gun powder?

Yes spray on and let it soak in for 30 seconds and it breaks free pretty much anything including gun powder. Watch Hickok45 videos on YouTube. I use it on everything I can think of.

Sort of a gun cleaning noob here, is this lubricant AND cleaner or just lubricant?

This is best used for oil, it will also preserve the metal and keep it from rust. For cleaning, you can't beat Birchwood Casey's "Gun Scrubber". Use Gun Scrubber (large can) for cleaning (do outside) and Ballistol (green can) for lubrication and protection of metal. Spray on clean rag and wipe on or use Baby Q-tips (no lent) for hard to get to places. 2 21 2016 JPayne
