The image says this is 35" long but the description says 31" long; what is the actual length of this board?

It's 31" if you measure straight across, 35" if you measure along the curve.

What age you recommend this wobble board for ?

In fact, I think it applies to all ages. My 1 year old loves it very much. And my husband 200 lbs on it still working!
