No, it removes CO2 from your aquarium water, which results in an increase of pH.

Can i add it to a media bag and use it in my canister filter?

No. The IceCap CO2 Absorbent Media must be used with a CO2 Scrubber and a Protein Skimmer. Connect the output side of the CO2 scrubber to the air intake on your skimmer. The purpose is to scrub CO2 from the air before it is injected into the aquarium via the protein skimmer.

How often do you need to change out the media?

It depends, but you can clearly see the media changing color until all of it is pink.... Then you replace it.
