No. It will only cut when pushed from behind. But if you flop the handle over, you can push from the front without engaging the reel,which, makes it easier to move around.

I lost one e-ring while assembling the handle bars to the mower. The handle bars seem tight already without them. Do I really need to the e-rings?

Doubtful you'll have a problem as the tension from the spring of the bars should hold it fine. Local hardware store should have a replacement if you need the full install.
