Q: what speed are the ethernet ports 100MBps or 1GBps?

It is not 1gbps. It is 100mbps. I have the TL-R470T+ in hand and have tried it out and it is definitely 100mbps. If you have a faster than 100mbps broadband or ISP - you need a different product - try the TP-Link R600VPN instead. Ignore the product description on this page - it is wrong and I cannot get my money back as I have binned the packaging and now cannot do a return. Do not be me!

You need to download the manual from the TP-Link website as it shows the various protocols for connections

Q: Is the connection failover on this?

Yes, in a way. To failover, we setup 99% balance main connection, 1% balance on the backup connection, so both are connected at once. Then, if the main connection fails, all usage goes to the backup connection.
