Are these bulbs cool white or soft white light?

Based on the "835" number in the model number, they would be considered Cool White. If you want a soft white, look for the number "827" or 2700K/3000K 2000K-3000K: Gives off a warm white/yellow glow (candlelight hues) 3100K-4500K: Gives off a bright, cool white glow 4600K-6500K: Gives off a crisp daylight glow (white/bluish hues)

Is it 2700k or 4100k?

I'm not sure. I don't see that on any of the boxes. It's listed as 26w, if that helps. I believe it may be 4100k since that's what was on my original case.

Are these energy saver?

Yes, and these 4 pin flourescent bulbs last for 3-4 years at my home. These are energy saving bulbs.

Do these bulbs work on a dimmer?

I don't know. Our lights are not on a dimmer. These are like a compact florescent bulb. I have never seen a dimmer switch on a florescent light.
