**Q: Are these us or rw?**
A: Complete scammers! They don’t  work in the US and I can’t even return the APs. I’m working with Amazon and filing a claim against them.

A: No.  If you are seeing up a virtual controller them no license is needed.  If you are going with the hardware controller then you will need to license appropriately.
