5 whole neem leaves would probably be approximately 1 tsp.   Another option would be to try out our All About Neem tea bags, you could try drinking the tea to help cleanse and restore your health and also use some of the neem water for your eye wash.  Use the used tea bag for your potted plants and nothing goes to waste.  :)

I want to try these leaves to help grow my hair. Should i use the leaves or can i use the powder form?

Neem leaves are very beneficial.  You can  make tea from the leaves and sip it hot or cold. You can crush the leaves, put them in a small sack and add them to your bath water and bath with them.  You can take neem infused water and use as a rinse for your hair.  Use you imagination.  I have wonderful neem leaf capsules that you can take every day so to improve your hair and skin.  I use the powder form plus extract for my capsules and use the powder form in my bath water once a week.  I also have a rich essential oil neem oil/bark shampoo for head and body. Is it possible to get fresh leaves?

Yes, it is possible.  We had lots of high winds in Florida prior to the freezes (and snow) which remove or damages the leaves.  The whole neem leaves, slow shade dried are the closest thing to fresh picked for the time being. The Neem Queen
