What are the interior dimensions, will it fit a 13 x 9 pan?

If the 9x13 pan/dish has handles, then it will not fit. However, if you are able to find one that does not have handles, it will fit perfectly fine. Just bought one and had the same issue. After some searching, i was able to find a 9/13 cake pan without handles!

Could this take the place of my microwave which I use mainly to reheat and sens?

They are different appliances for different use cases and in many ways are complementary devices. If I'm reheating something that I prefer crispy then this is the go to oven. If I'm just trying to get something hot then the microwave is faster and more efficient. They use different means to heat the food with differing results depending on what you are heating. Sorry, I have no idea what sens is so cannot comment on that.

What is the highest temperature this goes to?

The highest temperature for this system is 450F.

Does it get hot to the touch on top and sides and back?

During the initial 450 degrees for 20 minutes cycle the top and upper part of the sides and back did get uncomfortably hot. Not burst into flames or set the house on fire hot but a fair bit hotter than I expected compared to the last countertop convection oven we had and would likely result in first degree burns if you remained in contact for more than a second or two - therefore the "Hot Surface" warning icon. I'm sure this is in large part due to the small distance and therefore limited airspace between the top of the oven compartment and the outer shell and the location of the convection fan on the rear of the unit instead of the top like the last one. Our previous one was a Cuisinart model.
