Is the idle pulley and tension pulley the exact same pulley on a 2010 5.7 tundra?

No. They are two different things. The tension pulley sits a bit lower in the engine bay than the idler pulley. For the tension pulley you need to order the Dayco 89378 Belt Tensioner Assembly.
