Can this be worn under foundation? I am looking for something to help my skin not dry out in the cold weather?

Yes, you can wear it under foundation. We have been told it works just as well under or over. If I have applied my make up and plan to go out, I just pat WS into my skin and let it soak in. Thank you for your interest in Warm Skin.

Would this burn on cracked or dry skin?

Warm Skin is great on cracked skin, cuticles, etc. anytime, not just cold weather. It does not burn.

Do I apply sunscreen before or after applying Warm Skin?

I'd put sunscreen OVER this. Because I'd prefer THIS doing more of the soaking in - and my quite sensitive skin likes it. For windburn-liklihood weather, its kinda ideal to have this on a few minutes before going outside. Spray- on sunscreen is most convenient ove top.

If somebody apply it on his bald head does he can go out without wearing ha?t

I don't think is will help! I have found this product to be completely useless. Tried it on my legs, which get cold even though I wear long skirts, and it was no help at all. I'd certainly recommend you wear your hat! Sorry.
