Can i use the neutrogena face and neck moisturizer with the spf 30 after i apply the oil? if yes how long after should i wait before applying?

Yes, oil first, even tho you may think that 'blocks' the SPF 30 moisturizer. The serum oil is designed to be absorbed while the SPF designed to sit on top of skin (large molecules, etc). Time interval to next layer is dependent on amount applied (v. little) and skin condition, you should feel that it is absorbed fully and not moving around on skin surface if massaged. If applied too soon the unabsorbed serum oil will mix with the SPF moisturizer and not be absorbable. Would say wait 5 minutes or so, another task and finish routine later.

Not sure how much is in here, but the maximum percentage that can be put in an over the counter product without a prescription is 2.5 percent.

Can I use before StriVectin cream

Depends which strivectin cream you're referring to.

Received my retinol oil and started using that same night but I am unsure about the texture. The oil appears to be very runny. Is it supposed to be?

It's true, it seems to be a thinner oil than others I have tried. But it is easy to massage into your skin, and once you have gotten used to its texture, you know how much to apply. The recommended 5 drops per area are too much IMO.
