can I use this on outdoor decor?

Yes you can, however it's not recommended to. The goal of using Hi-Shine is to keep the balloons shiny but while latex balloons are in the sun or outdoors it expedites the oxidation process (the process in which the balloons turn a matte velvety finish). The results of using Hi-Shine on latex balloons outdoors may not achieve the shiny look for a long period of time you were hoping for. For best results use Hi-Shine on indoor balloons.

After spraying should I wipe for an even layer or just spray and leave ?

Can this make my balloons last more than 3 days?
