I have a silicone mermaid tail and need to create the illusion of my tail being wet. Will the glycerin in this product damage the silicone?

No, it won't damage the silicon. This is safe for skin, so it's very non toxic. To break down the silicon in a mermaid's tail you would need something caustic or acidic. So this is totally safe. I have a mermaid tail as well.

If i had water activated paint on and use this to make tears will it make the paint run?

Most likely. This is glycerin based but it also has water in it. You could always do a test run first and see what happens. I mainly use alcohol activated paints like Skin Illustrator and Ben Nye's version so I never have to worry about anything running during a take on set.
