what are the size these are supposed to fit?

My shoe size is 7.0 but these socks were still small. After several washes (no drier to avoid extra shrinkage), it got even smaller.

WHEN you make a larger size so I can buy theses socks? I wear a U.S. women's sizs 10 !!!

I wear an 8.5 and they are a little short for me. I still really like them.
