Can the same charger be used for both rechargeable 2032 and 2450 batteries?

I think so. I found that the rechargeable batteries really just don't last long enough to make them worth while.

why is the voltage higher than typical for this battery type (3v vs 3.7)?

Because it uses a different chemistry than the non rechargeable coin cell batteries. The voltage of a battery is dictated by its chemical content. If they had used nickel cadmium for example, the voltage would have been 1.2v.
