Does this count from 1-24 as shown in the picture, or does it have 1-24 going opposite directions as seen in Gav's review?

My Mitutoya 182-165 is exactly like the pictures in Gav's review. I've never even thought about whether numbering starts at top left or bottom left. I have other rulers, some that go one way and some the other. I've never found any of them to be inconvenient because of it. If it's going to be a problem for you, you'll have to look for some different models.

Does this ruler comes with manufacturer´s certificate?

Mine did come with a certificate, I think I threw it out though...
