I bought the regenerist micro sculpting serum and it's in a red container. I didn't buy the light gel.

Typically one puts a Serum on underneath their moisturizer. But will I get the "good as a primer" effect if I put Moisturizer on top, then makeup?

Yup. My skin looks so good I put on sunblock on top of the moisturizer and I don't need to wear any makeup only eye makeup line eye liner and mascara.

Does this help with Ice pick acne scarring?

Unfortunately there is nothing over the counter that will help you with scarring. I have a different kind of acne scarring and I tried several different methods and products throughout my 60 years. Physically the only answer is a cosmetic surgeon. Possibly a chemical peel will soften the look of the scars. The most important thing you can do is love and accept the skin you are in; confidence is the sexiest thing a woman can wear.
