When charging from a solar panel and clouds interrupt charging will this charger recover and start charging batteries again when sun is out?

Yes it will recover. But I recommend don't charge phones or batteries etc. straight from a solar charger, get a powerbank and charge that from the sun. Then you can use the powerbank at day or night to charge anything.

My charger when connected to a 5v 2a usb source, is only charging the batteries at .45a according to my drok usb current meter. is this unit bad?

I have the same current meter and when I charge 4 AA batteries at once this charger will pull just under 1 amp, charging 2 batteries it pulls just under half an amp. It never pulls 2 amps as stated.

Can i use it with a usb-c hub that can deliver 87 watts? or can i not exceed 10w (5v at 2a)?

Agree. However, watch out. Chargers for smart phones will plug into this with USB jack and cable but they are for Li-ion batteries. Fast chargers can deliver 9 volts (e.g. Samsung S20+) and maybe higher. This is almost double the recommended voltage. Consequences are unknown to me but don't sound good.

What are the dimensions of the charger? I only see package size.

I just measured the charger and it's roughly 3.5" x 2.5" and 1" thick. Hope that helps
