If it’s not too stubborn and you use a microfiber cloth, yes. I’ve used it for that before. My waterproof mascara usually needs an extra wash but everything else came off nicely.

Does this remove silicone-based sunscreen?

You would have to try. I want to say yes but I am not sure. I do not use silicone based SPF
