Can you rearrange the set up of the chairs to do 3 chairs one side and one the other? It mentioned chair clips being included so I wasn’t sure.

No. The seating comes in 2 sections, seating 2 people per section. There were no chair clips with mine!

Are the pillows in a zipper casing that can be washed?

Yes, each pillow has a cover with a zipper. I haven't washed mine yet as they are stored in the storage box provided which keeps them clean but if you do machine wash them, I would let them air dry so they don't shrink. It takes time and patience to put the furniture together but it is well worth it! We bought one set in 2020 then realized we needed more seating so bought another in 2021. Thanks Amazon!!
