What is the actual size of this paper? it says 11.7 x 16.5, but also small format photo paper white 11" x 17". could anyone explain it?

11.7 x 16.5 is standart A3. 11" x 17" is so Length and 0,7" short.

It may be acid free but does it confirm to archival standards?
