Does the tool actually remove material to "sharpen" the grooves or simply clean them?

I found it to just clean the grooves and not sharpen.

I believe this tool can make your clubs “non-conforming” which makes them illegal for tournament play. Is this true?

Yes, but its because it was not manufactured this way, you altered it with the tool. Don't show/tell anyone about the tool..
