No, just need water for the heater pack to warm up the food. You can eat it cold.

How does the heater pack work?

The heaters are water activated. You tear off the top of the heater, add very little water up to the fill line near the bottom of the heater. Be careful, they only require a small amount of water and can heat up very quickly!
