A: the weight is in both the front and the back.  If only on one side it would slide to the weighted side and create discomfort.

**Q: Will it stay in place while jump roping, or will it bounce up and down on my shoulders?**
A: To answer your question, I adjusted my vest as tight as possible and did a few jumping jacks. 
 With my small frame, the vest still moved quite a bit.  If I were wearing a thick sweatshirt, or two, it could possibly stay in place.
