Do these have extra padding like Gerber training pants?

Just a very little padding. They are not like the Gerber training pants. I still like them a lot.

they are very soft around legs and waist and my recollection is they are tagless, or I would've had to cut them out.

Where are they manufactured?

Absolutely no markings on the panties. I have long since tossed the packaging. I washed them first in hot water; they are very soft and seem well made.
