The internal black ring around the inside was broken on arrival. Has anyone managed to fix this? It apparently doesn't work without it!

Contact Amazon or the seller and let them know you would like a replacement because it is damaged.

does these come with salt and pepper in them?

No we had to add the salt and pepper. Makes sense as we have different type of ground pepper and salt. We like these mills as they don’t leak on the table.

What's the diameter of the base tray rings?

3 5/8 inch diameter outside diameter - (width) - overall length is 6 7/16 inches holds 2 - 2 3/4 inch base diameter grinders that you can purchase if the included ones don't work. Mine didn't work well so I bought replaceable (not refillable) grinders
