SIG has never said.  However, due to the extreme similarity of their products, it is generally thought that they are made by the same manufacturer as Holosun optics, in China.

This is from the Romeo 4 Manual:

MOUNTING THE SIGHT
• The low profile Torx mount that comes with your ROMEO4 is designed for direct low mounting of the
red-dot sight. Simply loosen the T10 Torx cross-slot bolt with the provided tool; install on your rail and
retighten to approximately 18-20 in/lbs.
• An additional riser mount is provided with each sight. The riser mount is designed to be an absolute
or true co-witness to most iron sights with a nominal mount height of 1.41 inches. A 1/2” hex bolt
riser mount is provided with the ROMEO4T and a QD riser mount is provided with the ROMEO4H/S.
For installation, the 1/2” Hex nut should be tightened to 65 in-lbs. The QD riser mount width can be
adjusted by tightening or loosening the Torx cross-slot bolt on the right side of the QD mount. This
allows the user to adapt the QD mount to different rails. Rotate the QD throw-lever forward to unlock
the retention mechanism. Install the sight on your rail, then rotate the QD throw-lever CCW to the
rearmost position. The QD throw-lever should lock in the rear left position.
*Maximum torque on the QD Torx screw is 25 in/lb. *Maximum torque for
the Torx screws that secure the sight’s riser mount to the sight is 15 in/
lbs. Maximum torque on the 1/2” Hex nut is 130 in-lbs.
• The ROMEO4 was designed for use on most types of firearms that
utilize the MIL-STD 1913 Picatinny Rail or Weaver style rails. Because the
ROMEO4 has infinite eye relief, the sight can been mounted anywhere on
the firearms rail system forward or back
