Is this as good as glossy photo paper for contrast in the black areas?

No - the blacks are more like a matte finish. But the paper produces beautiful results.

Would the inks on the paper bleed if they got wet?

I have an Epson 1430 Artisan printer and the inks do not bleed.

Will this paper accept water color?

This is a printing paper, not a watercolor paper, so no I don't think it will work. But you can print your watercolor images on it. It's a very nice printing paper.
